He has worked extensively with small and large businesses, leading-edge researchers, top government officials, and multinational executives in the U.S., Europe, Asia and Africa — creating value from the creative thought of some of the world's best scientists and engineers. Countries in which he's worked include Armenia, Azerbaijan, China, France, Georgia, Germany, Ghana, Kazakhstan, Moldova, Russia, Ukraine, USA, Uzbekistan and more.
Clients benefit from David's strategic vision, practical guidance and effective implementation of business initiatives. He has served as an industry consultant, international development advisor, manager in U.S. nonproliferation programs, engineer, academic scientist and scientist in the U.S. nuclear weapons program. He leads teams, directs programs and manages projects in sectors ranging from basic and applied scientific research to enterprise development.
David has engaged some of the world’s leading R&D teams and companies. He was Director of Industry Programs at the U.S. Civilian Research and Development Foundation (CRDF), where he developed and directed many global initiatives to stimulate the development of new commercial opportunities in Eurasia. He was consultant to the U.S. Department of Energy and U.S. Department of State and was a leader in the creation and early years of operation of the International Science and Technology Center (ISTC) in Moscow, Russia, where he managed a $25m high-tech project portfolio including pharmaceutical, nuclear MC&A, plutonium disposition, beryllium production, device and instrumentation development, IT and biotechnology projects. As an independent consultant, he assists companies to better understand and engage R&D partners in global collaborations. A sampling of the companies with which he's worked include 3M, Boeing, Dupont, General Electric, Hewlett Packard, Lockheed Martin, Raytheon Technical Services Company and many more.
With a Ph.D. in Physics from the University of Texas, a MS in Electrical Engineering from Stanford University, and a BS in Electrical Engineering from Montana State University, David was a research physicist at the Los Alamos National Laboratory, the University of Maryland, Texas A&M University and the Institut de Physique Nucléaire in Paris, France. He was a software-development engineer and business-development consultant in Munich, Germany. He studied German at the Goethe Institute and the Ludwig-Maximilians-Universität in Munich, Germany, and he studied to serve in Russia at the U.S. Department of State Foreign Service Institute. David speaks German and Russian in addition to his native English.
